Today I scanned and posted a 44 page Essay on Meteorological Observations from 1839 written by Joseph Nicollet, a French scientist.  It was written for the US War Department to aid its officers in collecting weather data.  It may be found in the History of the US National Weather Service under Origins of US Weather Data Collection.
