This is a US Navy Bureau of Aeronautics M-455 Meteorological Conversion Scale.  Not really a slide rule, just a collection of scales.  Allows Wind speed, temperature, and barometric pressure unit conversions.  Manufactured by the Virginia Plak Company, in 1971 based on the order number.  It's about 13-3/4 inches long.
