This is a barograph made by Julien P Friez & Sons.  That label means it is from 1913 or newer, and it is not shown in the 1931 Friez catalog, so it probably dates from the mid to late 1910s or 1920s.  The brass base plate is inscribed 'US C&GS No 2', which probably means it was barograph number 2 of the US Coast & Geodetic Survey.  Currently called the National Geodetic Survey, they were called the US C&GS from 1878 to 1970 and were responsible for US mapping and charting.  I use Belfort 1068 charts on it, it works well.
