This is a MXU-686/U Meteorological Device developed in 1977 by the Naval Air Systems Command of the US Navy.  It is used to assist in the encoding of ship weather messages in SYNOP code for transmission.  The user rotates the central disk to each component of the weather message and the yellow disk indicates the numerical code to be entered based on the observed weather conditions.  The slide rule is 12 inches in diameter and is made of plastic.
