This is a Bendix Friez wind vane.  It's large, the vane is 4 feet (1.2 m) long and about 18 inches (46 cm) tall with the transmitter.  I haven't opened it up so I'm not sure if it has a contact or selsyn transmitter.  The number 45-2645 is etched in the mounting, so I suspect it dates from 1945.  The same wind vane design appears in the 1931 Friez catalog (on this website) but with a different transmitter.  If anyone has more information, please contact me.
