This is a Guest Weathercaster, which is a heavy paper/card booklet that measures 6 x 8.75 inches.  It was copyrighted in 1942, but this is the 1954 edition.  To use it, the user turns the disks on the front cover so that the wind conditions, pressure, pressure tendency, and sky condition line up vertically under the black arrowhead.  This gives you a letter and three number code. You then turn to the decoding pages in the booklet, which translates this code into another two letter and one number code.  This final code is translated into a weather forecast using the decoding key in the back of the booklet.
