This is a FCW-16B Combined Wind Plotting Board/Calculator manufactured for the US National Weather Service by Safetech Inc.  It is intended for shipboard use and is used to find the true wind speed and wind direction by eliminating the effect of the speed and direction of motion of the ship.  It is made of plastic and is 8 inches in diameter.
