This is a UK Met Office humidity slide rule Mk IV made by BRL in England.  It allows determination of moisture vapor pressure as well as the usual relative humidity, wet bulb temperature, and dew point temperature.  It also allows calculations based on the ice bulb depression.  It doesn't indicate the barometric pressure assumed for the calculations, presumably standard atmospheric pressure at sea level.
