This is a Henry J Green barograph, the engraving says number 467. It looks like the Richards barograph in the 1892 Henry J Green catalog available on this website. This model was used by the US Weather Bureau in the late 19th and early 20th centuries.
The engraving says Brooklyn, NY which dates it to 1890 or later. I put a Belfort No 1068 chart on it, which seems appropriate. The clock ticks but I haven't tried operating it.
