This is The WeatherCycler forecast slide rule developed by Ira W Geer for the Weather School of Brockport, New York.  It was developed in 1984.  It provides weather forecasts based on the observation of conditions on a surface weather map.  It has an internal slide that may be pulled out to reveal a high pressure system instead of the low pressure system that is shown in the photo.  Point A is aligned with with the location on a low system, or point B is aligned with conditions on a high system.  When this is done, the forecast may be read in one of the two windows on the rear of the device.  It is printed on cardboard and is 8.5 x 11 inches.
