This Met Office pattern nephoscope was made by F Barker & Son in the UK in 1944. F Barker & Son was founded in London in 1848 by Francis Barker (1819-1875). Today they're part of Pyser Optics.

A Fineman nephoscope is used to visually determine the height, velocity, and direction of movement of clouds. The reflection of the cloud is observed relative to the adjustable pointer on the black glass disk.
